messaging, and data plan.)traffic 也有流量的意思，一般用于网站流量(web traffic)，是指网站的访问量。

        　　网费降低与加大信息基础设施建设(information infrastructure)力度息息相关。李克强指出，当前中国互联网流量(Internet
traffic)的“指数式”增长，对通信基础设施(communication
infrastructure)不断提出挑战，需要进一步增加网络带宽(networkbandwidth)。
        　　不少用户抱怨中国移动(China Mobile)、中国联通(China Unicom)和中国电信(ChinaTelecom)三大运营商服务差(poor
service)，存在隐形收费(hidden charges)。降网费(Internet
fees)提网速，既要加快信息基础设施的进程，更要打破垄断，鼓励和引导民营资本进入电信建设领域，培育和维护公平竞争的市场环境。
