France’s Socialist government hit back yesterday at Moody’sover the latest downgrade of the country’s sovereign debtrating, rejecting doubts about its own policies voiced by the USrating agency.
法国社会党政府昨天就穆迪(Moody's)再度下调该国主权债务评级发起回击,驳斥这家美国评级机构对法国政策的怀疑。
The removal of France’s top-ranking triple A rating by Moody’s, which followed a similar move byStandard & Poor’s in January, was mostly down to “the situation we inherited” when thegovernment took office in May, said Pierre Moscovici, the finance minister.
在穆迪摘掉法国的顶级AAA评级之前,标准普尔(Standard & Poor's)今年1月也曾做出类似调整。法国财长皮埃尔 莫斯科维奇(Pierre Moscovici)表示,现任政府今年5月上任时“继承的局面”是法国失去AAA评级的主要原因。
But he added: “It seems to me that some of the criticism was too strong or was ill-timed. I wouldhave preferred it if [Moody’s] had given more credit to the courageous reforms we haveannounced.”
但他补充道:“在我看来,一些批评要么言辞过于激烈,要么发表时机不当。我本希望(穆迪)能够肯定我们宣布的大胆改革计划。”
A striking feature of Moody’s decision was the emphasis it placed on concerns that France was notsufficiently grasping the nettle of structural reforms needed to regenerate the economy andreverse its declining competitiveness.
穆迪严重担忧法国未能果断推行重振经济和逆转竞争力下降趋势所必需的结构性改革,这是该机构决定下调评级的重要因素。
Whereas S&P stressed the impact on France of the wider eurozone crisis in its downgrade decision, Moody’s said: “The first driver is the risk to economic growth, and therefore to the government’sfinances, posed by the country’s persistent structural economic challenges.”

It somewhat deflated measures, trumpeted as unprecedented and profound reforms, by sayingthey were “unlikely to be sufficiently far-reaching”, especially given the “poor” record of previousgovernments.

For good measure it said the government’s growth assumptions, including the expectation of areturn to 2 per cent growth from 2014, were “overly optimistic”.
