　　问：5月5日，美国国防部发言人称美海军监测船“胜利号”日前在黄海国际水域活动时受到中国渔船干扰，请问中方对此有何评论?
        　　Q: On May 5, spokesperson of the US Defense Department said that Chinese
fishing boats harassed the U.S. surveillance ship Victorious in the
international waters of the Yellow Sea. How do you comment on that?
        　　答：关于外国船只在中国专属经济区活动问题，中国政府一贯严格按照《联合国海洋法公约》和《中华人民共和国专属经济区和大陆架法》、《中华人民共和国涉外海洋科学研究管理规定》处理。实际情况是，美国海军监测船“胜利号”违反有关国际法和中国法律法规规定，在未经中方许可情况下进入黄海中国专属经济区活动。中方对此表示关切，已要求美方采取有效措施避免再次发生类似事件。
        　　A: As for activities of foreign vessels in China’s Exclusive Economic Zone,
the Chinese Government has always handled these issues according to United
Nations Convention on the Law of the Sea, Law on the Exclusive Economic Zone and
the Continental Shelf of the People’s Republic of China and Provisions of the
People’s Republic of China on the Administration of Foreign-related Maritime
Scientific Research. What has happened is, Victorious entered Chinese Exclusive
Economic Zone in the Yellow Sea without China’s permission, which is a violation
of relevant international law as well as Chinese laws and regulations. China is
concerned about the situation and has already urged the US to take effective
measures to avoid similar incidents from reoccuring.
