看新闻学英语：教育部严禁校园内推介非法集资活动

　　又是一年开学季，为进一步加强防范非法集资，教育部办公厅日前印发通知，要求加强宣传教育提高风险防范意识。
        　　China has launched a nationwide campaign to crack down on illegal
fundraising activities in universities as students returned to campus to start a
new school year.
        　　随着学生返校开始新的学年，我国在全国高校校园内开展打击非法集资活动的行动。
        　　非法集资(illegal fundraising, illegally collect
funds)是指违反国家金融管理法律规定，向社会公众吸收资金(acquire funds from the
public)的行为。早几年，非法集资以实体投资为依托来吸纳民间资金，如借种植、养殖、项目开发、庄园开发等名义非法集资。从2014年起，P2P借贷(peer-to-peer
lending)成为非法集资重灾区。P2P借贷指个体和个体之间无需通过任何金融机构，而是通过互联网平台实现的直接借贷(direct lending)。
        　　教育部办公厅日前印发通知，要求各地各高校要在秋季开学一段时间内，集中开展防范非法集资宣传教育进校园活动，教育引导广大师生树立合理的理财观念(develop
rational concepts of financial management)，提高广大师生对非法集资风险的防范意识(raise the faculty
and student awareness of fundraising risks)。
        　　"Any people or organizations are banned from promoting illegal fundraising
activities in any form on campus," said the Ministry of Education in a
circular.
        　　教育部在通知中指出，严禁任何人、任何组织通过任何形式在校园内推介非法集资活动。
        　　通知还要求，高校要定期开展非法集资活动排查(regular checks on activities will be conducted to
prevent illegal
fundraisers)，密切关注非法集资入侵校园的形式，警惕通过校园课堂、传单(flyers)、微信、微博等社交网络(social media
networks)、信息推送、熟人推荐等形式向学生散布相关信息(spread relative information)。
        　　通知提出，各地各高校要在当地政府领导下，积极配合做好教育领域防范和处置非法集资的风险排查、监测预警(monitoring and
warning)、案件查处、善后处置、维护稳定(safeguard stability)等工作。
