这里用到的表达是：give the green light to sth，意思是“给…开绿灯；准许；许可”。
英语释义：to give permission for someone to do something or for something to happen

blue除了“天蓝色的；蓝色的，蔚蓝色的”的意思，还表示“悲伤的；忧郁的；沮丧的”。
