How should the EU deal with the huge numbers of migrants and refugees trying to reach Europe? That was the issue leaders discussed in Brussels on Thursday. In the end, they agreed to throw money at the problem, or more specifically at Turkey, which is playing host to millions of Syrian refugees. Ankara's been offered a possible $3.4 billion in aid from the EU. Speaking after the meeting, the President of the European Council Donald Tusk had this to say.
We prepared that well first because we need that responsible and adequate response from the Turkish side. And so then they are our partners in the crisis. The "more for more" principle must apply. You help us, we help you. It's that simple.
Well, that EU move comes amid a wider debate within the aid community about the best way to help populations in need from disaster relief to refugee camps. Is it better to hand out cash or to send goods? I asked Owen Barder, senior fellow and director at the Centre for Global Development. |
