商品房预售 presale of commercial residential houses

　　广西住建厅提出，将选择南宁市作为取消商品房预售制度的试点城市，成为全国首家。现行的预售制度已成为房地产市场不规范的主要根源之一，导致面积缩水、延期交房甚至开发商携款潜逃等问题。
        　　The existing presale system allows developers to sell residential houses prior to the completion of construction. The reform would make Nanning China's first city to ban the presale of commercial residential houses.
        　　目前实行的预售制允许开发商在建筑完工之前出售房屋。此次改革将使南宁成为国内首个禁止商品房预售的城市。
        　　文中的presale of commercial residential houses就是指“商品房预售”，commercial residential house就是指real estate market(房地产市场)中的“商品住宅”。今年，北京市将加大affordable house(经适房)的建设力度，为low-income households(低收入家庭)提供大量low-rent houses(廉租房)。部分政策房购买后买主具有'limited ownership(有限产权)。
        　　由于很多购买者再次陷入观望情绪，北京市的forward housing delivery(期房)、complete apartment(现房)和resold apartment / secondhand house(二手房)交易陷入僵持状态。专家表示，若未来征收property tax(物业税)，则high-end property(高端物业)的持有成本则会提升，如semi-detached villa(双拼别墅)等。
