核讹诈 nuclear blackmail

　　伊朗常驻联合国代表穆罕默德•卡扎伊14日指责美国发布新的核政策是在进行“核讹诈”，称美国的这一政策违反了国际法。
        　　Iran has formally complained to the United Nations that the new American nuclear policy is "nuclear blackmail" and should be considered a violation of international law.
        　　伊朗正式向联合国“上书”指责美国新的核政策是“核讹诈”，应被视为违反国际法。
        　　在上面的报道中，nuclear blackmail就是“核讹诈”，指的是凭借核武器的优势威胁恫吓他国。Blackmail的意思是“敲诈，勒索，讹诈”，例如：practice blackmail(进行勒索)。Blackmail也可以作动词用，除了表示“敲诈，勒索”，还可以表示“胁迫”，blackmail somebody into doing something是“胁迫某人做某事”。
        　　看一下例子：The strange man tried to blackmail the clerk into helping him draw the money, but he failed.(陌生人想胁迫职员帮他取出钱，但未得逞。)
        　　现在世界上拥有核武器的国家还会采用nuclear deterrence policy(核威慑政策)来确保国家安全。某些不具备强大核实力的国家会倚靠核武器大国的nuclear umbrella(核保护伞)提供保护。自从核武器被用为震慑力量以来，nuclear proliferation(核扩散)也就开始了。现在除了防止核扩散，处理nuclear waste(核废料)也是一个严峻的问题。
