　　由于银根紧缩，企业贷款融资受到很大限制，小企业更是首当其冲。为了扶植小企业的发展，银监会近日表示，监管部门对小企业不良贷款率的容忍度可以提高到5%。

        　　Outstanding loansto small firms grew 26.6 percent year-on-year to hit 9.85 trillion yuan at the end of July, said Xiao Yuanqi, an official in charge of financial services for small enterprises at the China Banking Regulatory Commission.
        　　中国银监会小企业贷款负责人肖企远表示，截至7月末，小企业未偿贷款达到9.85万亿元(1.55万亿美元)，同比增长26.6%。
        　　文中的outstanding loan就是指“未偿贷款”，也就是尚未偿清的贷款余额。Outstanding在这里指未偿付的，或者未解决的、未完成的，比如The outstanding debts must be paid by the end of the month.(未偿债务须在月底前偿还。)此外，outstanding一般用来指显著的，杰出的，比如outstanding actress(杰出的女演员)。
        　　银根缩紧后，针对银行的capital-adequacy ratios(资本充足率)和loan-deposit ratios(存贷比)的考核更加严格，micro-credit company(小额贷款公司)业务量上升，但也要严防bad loans(呆账/不良贷款)增加。有些cash-strapped companies(资金紧张的公司)铤而走险，向private lenders(私人贷款主)欠下高利贷，也给信贷体系埋下危机。
