职务消费 position-related consumption

　　9月16日，人力资源和社会保障部等六部门联合出台《关于进一步规范中央企业负责人薪酬管理的指导意见》。这也是中国政府首次对所有行业央企发出高管“限薪令”。
　　The document set guidelines in salary structure and payment, position-related consumption, and supervision and management, in a bid to establish and perfect incentive and restraint mechanisms regulating SOE executives' salaries.
　　该文件在薪资结构和支付、职务消费以及薪资的监督和管理上制定了指导方针，目的是为了建立健全规范国有企业高管薪酬的激励和约束机制。
　　在上面的报道中，position-related consumption就是“职务消费”。职务消费是指为保证领导干部正当生活和履行职责、完成工作任务，由政府和领导干部所在机关(单位)按照规定，为其提供和报销的费用。一段时间内很盛行的recreational activities with public funds(公款吃喝)现象其实就是职务消费被滥用的结果。
　　Consumption除了表示“消费”外，还可以指“消耗”的意思，例如：the consumption of men in a war(战争中兵力的消耗)。Consumption也有“挥霍”的意思，例如：be reproached for one’s indiscriminate consumption of a fortune(因胡乱把大宗财产挥霍殆尽而遭责备)。Consumption还有“吃，喝”的意思，例如：take along food for one’s consumption on a trip(带上旅途中吃的食物)。
　　从职务消费我们可以联想到一些官场和职场中的不良现象，如滥用职权(abuse of power)，渎职(dereliction of duty)，徇私舞弊(play favouritism and commit irregularities)，玩忽职守(neglect of duty)等。
