　　近日，为配合国家基本药物制度的实施，国家发改委发出通知，公布了国家基本药物的零售指导价格，共涉及2349个具体剂型规格品。调整后的价格从10月22日起执行。与现行规定价格比，有45%的药品降价，平均降幅12%左右。
　　Retail prices of almost half of the drugs on the Ministry of Health's essential medicines list will be slashed by 12 percent this month.
　　本月，卫生部所列出的基本药物中，近半数药物的零售价将下调12%。
　　在上面的报道中，essential medicine就是指“基本药物”，指satisfy healthcare needs and are available to the public at all times in adequate amounts and in appropriate dosages.(适应我国基本医疗卫生需求，能够保障供应，剂型适宜的药品)。这一制度是medical reform program(医药体制改革)的一部分，有利于转变“以药补医”机制，ease the financial burden on citizens(减轻群众用药负担)。今年年底之前，grassroots clinics(社区卫生站)将全部配备基本药物。
　　生产厂商今后仍可确定基本药物的market price(市场价格)，但不应高于recommended retail price(建议零售价)，此次价格调整主要针对high-margin pharmacies(高利润药品)。
