　　我国即将全面进入3G时代，去年4月1日中国移动展开TD-SCDMA网络的试商用，今年3月中国电信推出天翼EVDO 3G业务;5月17日，中国联通也会开始WCDMA的试商用。3G技术能否为中国的电信业带来一片大好景象还要拭目以待。
　　The economic downturn, coupled with the dramatic increase in capital expenditure and intensifying competition, means China's telecom industry is now on a downward spiral despite the arrival of the long-anticipated 3G-era, analysts said.
　　分析人士指出，期待已久的3G时代虽然已经来临，但是经济下滑、资本支出剧增以及不断升级的竞争局面却意味着中国的电信行业目前正处于螺旋下降状态。
　　上面的报道中，capital expenditure是“资本支出”的意思，简写为capex，指expenditures creating future benefits(用于扩大收益的支出)，一般是指资金、固定资产的投入;对电信运营商来说，有关的网络设备、计算机、仪器等一次性支出的项目都属于capex，其中网络设备占最大的部分。
　　在商业领域，运营方支出的项目除了 capex以外，还有 opex(operational expenditure)，指on-going cost for running a product, business, or system (经营某项产品或业务也产生的支出，即“业务开支或经营费用”)。而在日常生活中，每个单位还会有recurrent expenditure(经常性支出)，public expenditure(公共事业支出)，administrative expenditure(行政开支)，annual expenditure(年度支出)等项目的支出。
