　　根据临时宪法，正式宪法的起草工作应在8月15日前完成，并在10月15日前就正式宪法举行全民公决。但制宪进程因各派的利益纷争受到延误，直至6月各方才达成扩大制宪委员会以接纳更多逊尼派穆斯林代表的协议，将委员会代表从55名增加到70名。
