　　出于对陈水扁上台以来“施政无方”及亲属、亲信涉及多起弊案的不满，国民党和亲民党于本月初提案罢免陈水扁。台“立法院”6月27日上午就此案进行记名投票，结果由于民进党籍“立委”全部没有到场，只有133名“立委”参加投票，其中同意票119票，不同意票0票，无效票14票。罢免案未获通过。

　　Recall一般用作动词，表示回忆、回想，跟remember 近义。在这里用作“罢免”，其英文释义是“the procedure by which a public official may be removed from office by popular vote”，即公民通过投票撤消某个官员的职务。例如： He has repeatedly said that the timing is not right for recalling the president. 。文中的recall motion即“罢免案”。
　　另外，在这里顺便提一下另一个危机官职的词汇impeach，意思是to charge with improper conduct in office before a proper tribunal，在适宜的法庭上指控(官员)在职期间有不正当行为，即“弹劾”。新闻中的public referendum指的是“公投”。
