朝鲜宣布与韩国全面对抗

  N Korea Raises Rhetoric As US Set To Change Leadership 2009年1月19日
       
          North Korea raised the volume of its fist-shaking rhetoric over the weekend as the U.S. prepares for a change of leaders and South Korea remains ambivalent to its anger at being cut off from economic aid.
       
          For the first time in years, a uniformed military official appeared on North Korean TV to deliver criticism against South Korea, saying the North had been 'compelled to enter an all-out confrontation posture to smash it.'
       
          The official sharply criticized South Korea's president, Lee Myung-bak, whose insistence on tying economic aid to arms reduction cost North Korea about $300 million last year. North Korea has mounted a steady propaganda campaign against Lee since last April, but Saturday's announcement gained new attention because of the involvement of the North's military.
       
          Meanwhile, an American scholar who visited Pyongyang last week told reporters in Beijing on Saturday that senior North Korean officials told him they had 'weaponized' all the plutonium they previously revealed in diplomatic negotiations. That amount, about 31 kilograms or 68 pounds, is enough to make four to five nuclear weapons, analysts say.
       
          The scholar, Selig Harrison of the Center for International Policy in Washington, said North Korea could be bluffing about the weapons, but he added that its leaders clearly want the country regarded by others as a nuclear state. Harrison, a former reporter who has visited the North about a dozen times, is one of a handful of Americans who North Korean officials agree to meet regularly.
       
          The statements conveyed by Harrison align with several others made in the North Korea media in recent weeks that appeared to reset its negotiating posture back to where it was in 2003, when it began aid-for-disarmament negotiations with the U.S., South Korea and three other nations. North Korea renewed its former position that it wouldn't give up weapons until the U.S. forges diplomatic relations with it.
       
          The U.S. under Presidents Bill Clinton and George W. Bush insisted that North Korea give up its pursuit of nuclear weapons before Washington agreed to diplomatic ties. In her Senate confirmation testimony last week, Secretary of State-designate Hillary Clinton said the U.S. would continue that stance in of the administration Barack Obama. Mrs. Clinton also linked a diplomatic relationship to the end of North Korea's uranium enrichment program and human rights atrocities.

          就在美国新政府即将就任、韩国对因被切断经济援助而愤怒不已的朝鲜态度模棱两可之际,朝鲜官员上周末在电视上高调亮相,并发表了充满示威意味的言论。
       
          一位身穿军装的朝鲜官员出现在电视上,针对韩国发表批评,称朝鲜“被迫采取全面对抗的立场,粉碎他们”。这种姿态近年来还是第一次。
       
          这名官员严厉指责了韩国总统李明博,他坚持将经济援助与放弃核武器挂钩的做法导致去年朝鲜丧失了3亿美元的援助。朝鲜从去年4月份就开始持续对李明博展开舆论攻势,但周六的这一表态因为涉及到朝鲜军方而重新引起人们的关注。
       
          与此同时,一位上周访问平壤的美国学者周六在北京对记者表示,朝鲜高级官员告诉他,他们已将之前在外交谈判中申报的所有核材料全部用于制造武器。这些核材料大约有31千克,分析师说,这些口足够制造4-5枚核弹头。
       
          这位来自华盛顿国际政策研究中心的学者哈里森说,朝鲜有关这批核武器的说法可能是虚张声势,但他补充说,朝鲜领导人显然希望其他国家将其视为一个核国家。做过记者的哈里森曾十多次访问朝鲜,是朝鲜官员同意经常会面的一小批美国人之一。
       
          哈里森披露的信息与朝鲜媒体最近几周传递的其他信号显示出同样一个趋势,即朝鲜的谈判立场可能重新退回到了2003年的水平。当时,它刚开始与美国、韩国及其他三个国家开展以弃核换援助的谈判。朝鲜重申了它之前的立场,即在美国与其建交前它不会放弃核武器。
       
          克林顿政府和布什政府都坚持朝鲜必须在美国同意与其建立外交关系前放弃发展核武。上周,候任美国国务卿希拉里在参议院提名确认听证会上表示,奥巴马领导下的美国政府将继续坚持这一立场。希拉里还表示,美、朝建立外交关系的前提还包括朝鲜放弃铀浓缩计划和侵犯人权的恶行。
