关于希腊正试图和欧盟就此前达成的援助协议进行修改的传闻,虽然希腊政府予以否认,但希腊债务忧虑仍使昨日欧元汇率大幅走低.

        　　据悉,希腊试图修改援助协议的消息使得市场担忧希腊此举会使其融资能力遭到削弱,来自亚洲的对冲基金以及其他短线投资者纷纷卖出欧元,导致欧元全面走低。截至北京时间昨日22时,欧元兑美元下滑0.86%,汇价跌至1.3367。
         
        　　It is reported that Greece government’s attempt to revise the rescue agreement rendered the public worry that it would cripple its financing capability. Therefore, a wealth of short-term investors on hedge funds sold Euros, making Euros depreciate heavily. Until 22:00 yesterday in Beijing, the exchange rate of Euro vs Dollar dropped by 0.86% to 1.3367.
         
        　　投资者普遍认为,希腊企图避开IMF严厉条款的这一做法,将削弱其为保障金融系统的努力,因此纷纷卖出欧元。交易员们则声称,如果希腊在不大力削减开支的前提下获得援助,将向其他欧元区成员国释放错误的信号。
         
        　　Investors generally believed that the Greece government’s attempt to sidewalk IMF’s strict agreement would weaken its efforts to stabilize its financial system, so they sold Euros they held. Traders, however, claimed that if Greece received assistance without largely slashing its expense, it would emit a wrong signal to other members of EU.
         
        　　法国农业信贷银行的外汇交易部门主管斋藤裕史表示,希腊的做法凸显了道德风险。希腊的这种做法可能将成为欧元区成员国效仿的目标。
         
        　　Saito Hirofumi, the head of Foreign Exchange Sector in Agriculture Credit Bank in France, said that Greece’s deeds actually exposed ethical hazards. it could also be modeled by other member countries of EU.
         
        　　此外,欧元区内部在希腊救助方案上也产生分歧。目前德国与欧元区其他国家在以何种利率水平向希腊提供双边贷款的问题上持有不同意见。大多数欧元区国家希望能够以4%到4.5%之间的利率向希腊提供贷款,这一贷款利率水平与爱尔兰、葡萄牙等欧元区主要债务国所支付的利率基本持平。但德国却始终坚持希腊应该支付6%至6.5%的利息,以与希腊10年期国债的利率水平相同。
         
        　　Moreover, EU countries diverged on Greece’s rescue plan. At present, Germany and other EU members hold different ideas on the proper interest rate of the bilateral loan to Greece. Most EU countries wished to provide a loan to Greece at the rate between 4% and 4.5%, which is in accordance with the rate in the main debtor countries like Ireland and Portugal. Yet, Germany still holds that Greece should pay the interest rate from 6% to 6.5%, which is the same with that of ten-year treasury bonds.
