Of course, the overall budget was flexible in the beginning stages. There were many things he could do to get started. He was not sure exactly how much time he would have during the morning hours. Random things might come up and would need his attention, but he had the best chance to get the most done when the rest of his team had not yet arrived. Even just drafting out a basic time schedule, breaking down the project into major components, and marking key benchmarks would go a long way.
