        背景介绍:
        The State General Administration of Press, Publication, Radio, Film and Television(国家新闻出版广电总局) will implement a total quantity control and disperse broadcast regime(管理,方法) over those singing competition programs crowded recently on air. The measures may help prevent those programs from falling into dreary(枯燥的) similarity and will provide more program options to audience, according to the spokesperson of the top broadcasting watchdog.
        国家新闻出版广电总局发言人称,今年以来全国歌唱类选拔节目总量明显增多,为避免电视节目形态单一雷同,为观众提供更多的收视选择,总局将对这类节目实施总量控制、分散播出的调控措施。
        In fact, this is not the first "restriction order" from the Administration, definitely, will not be the last. In 2011 and 2012, the restriction order on entertainment programs and advertisements(“限娱令”“限广令”) evoked broadly heated debates. Or do you still remember the banns on dialect(方言的) programs and English abbreviation(缩写) in programs several years ago? Do these banns really achieve the original intention?

        It is indisputable that there is a glut(供应过剩) of singing competition shows on all kinds of satellite channels, but I’m afraid that I cannot give my backing to the new control and regime for I doubt its efficiency.
        I can still remember the restriction order on advertisements one year ago, rejoicing the heart of the entire audience at that time. But what is the result? Where there a measure, there is a countermeasure. TV stations shift the ads midst the episode to the gaps between episodes; they make the screen covered by amounts of logos, which annoy TV audience a lot. Finally, the regime is but a empty shell.
        Besides, it is the audience who are depended on to decide whether these programs should be cut or not. The survival of the fittest(适者生存) is the rule of market economy, and the inferior will fail at the market stage in the course of nature. The intervention from our General Administration, to some extent, really damages the chemistry between the market and stations. If you really want to give audience the voting rights, how can you deprive them of the options? How contradictory the order is!

        I oppose the ban on dialect programs in which dialects enrich Chinese language culture as well as promote local customs, but favor the restriction order on entertainment programs and advertisements. There was a time when lots of singing contests, talk shows and other entertaining programs flooded into TV channels, most of which are of low quality, imitating the hottest programs. Also, advertisement has always been interrupting our enjoying of the programs by regularly appearing and even seems to have been extending its duration recently. Apart from restriction on unhealthy program, Administration should introduce more educative programs for the audience, such both domestic and foreign documentary, programs on learning or appreciating arts, nature, etc. I am sometimes so astonished to hear small kids sing adult love songs which are learned from the flooding opera shows. More and more pupils go on dates who are too young to understand love. TV programs, which are major entertainment for the young, should guide them properly.
