I think they are allowed to do this because they are not real women. They would not be perceived as real women. They're nymphs, and the nymph was a specific category of being in the Renaissance imagination, and a category of being, that's meant to give you pleasure in thinking about their beauty without thinking about anything particularly naughty. So they're to be viewed as these nymphs, who accompany Venus who are an expression of her particular grace and beauty.
