He is Louis Gallois, former head of the aerospace group EADS. He was commissioned by the French government to investigate ways for all his country to boost its competitiveness on the world's stage. The BBC's Maddy Savage in Paris told me more about his recommendations.
Well, Louis Gallois, the man behind this report, says it's essentially all about finding ways to shock France's economy into recovery. He says that there's a strong argument for structural reforms. He says that France hasn't kept up with events and developments in other European countries and there needs to be some radical changes. His key proposal is about cutting social security contributions. At the moment employers have to contribute a lot of money towards welfare programmes. He wants that money instead to be invested in developing those businesses. So he wants to cut the amount that employers pay by around €20 billion. He's also suggesting that the amount that workers pay could be cut by around €10 billion. But he argues that that money that is needed to prop up France's welfare programmes could be raised in other ways, for example, by increasing taxes on certain products, although that could be quite unpopular with voters.
