But my first guest is an international troubleshooting taxman. Irish moneyman Kieran Holmes flies into struggling economies and helps them sort out how to raise more revenue and stamp out corruption. He's worked in Rwanda, Lesotho, Swaziland and Yemen, and is currently based in Burundi where he is Commissioner-General of the Burundi Tax Collection Authority. Burundi is one of the poorest countries in the world, but the economy has shown a marked improvement recently. So I suppose he must be doing something right. Kieran is with us in the studio.

I just want to understand a little bit about your background. I think you come from a working-class family in Sligo in the Republic of Ireland.
That's correct.
What took you into tax work in the first place?
Yeah. Thanks much. I was actually born in the UK but reared in Ireland. So I have two nationalities. And I took a degree in economics in Trinity College Dublin, and from there went into the Irish Revenue where I graduated becoming a Higher Grade Inspector of Taxes.
Right. Did you enjoy that work in Ireland?
Not at all. But I suffered through it.
Why not? You found it very boring?
It was very paper-based, bureaucratic and old-fashioned tax administration system, you know, where everything was revenues and system. “对呀。非常感谢。我其实是出生在英国的，不过在爱尔兰长大，所以我有双重国籍。我从都柏林圣三一学院获得了经济学学位，毕业以后进了爱尔兰税务局，成了高级税务稽查员。”
“是这样。你喜欢爱尔兰的那份工作吗？”
“一点也不喜欢。不过我还是熬过来了。”
“为什么不喜欢呢？觉得无聊？”
“因为那个机构很大程度上还依赖于传统的文本，是个非常官僚、非常陈旧的税务管理系统，你知道的，所有东西都围绕着税收和系统。而我期待自己的生活中会有些更好的东西。” |
