China's State Grid Corp. is confident it will get approval for its consortium's bid to operate the Philippine power grid, the biggest privatization in that country and the giant Chinese utility's first overseas foray.
State Grid was part of a consortium, including the Philippines' Monte Ore Grid Resources, that made the winning $3.95 billion bid on Wednesday to develop and run the national electricity grid for 25 years. The bid is more than double the size of the previous biggest privatization in the Philippines and represents a major step forward in Manila's energy-privatization plans.
The consortium still must get a franchise to operate from the Philippine Congress, where opponents of President Gloria Macapagal Arroyo will likely challenge it. Already, some politicians have made allegations of bid rigging, which Philippine officials have denied.
'We prepared everything according to government and power authorities' laws and regulations. We think our proposal matches their needs,' said Sun Jinping, director general of State Grid's international-cooperation department.
State Grid is the world's largest utility company, with 2006 revenue of 852.9 billion yuan ($115.6 billion) and profit of 26.9 billion yuan. With assets of 1.2 trillion yuan, it is one of the biggest companies in China.
The company was founded in 2002 as part of China's efforts to overhaul and streamline its power grids, which had been managed by provincial governments with competing interests. State Grid now operates 88% of China's power network. Keeping up with China's expanding economy, the company added the equivalent of the total installed electricity capacity of France last year.
China's growing presence in the Philippines is drawing scrutiny. Earlier this year, a $330 million contract with Zhong Xing Telecommunications Equipment Corp. was canceled after corruption allegations. China State Construction Engineering Co. is trying to clear its name following bid-rigging allegations connected to World Bank loans, which it has denied.
State Grid's Mr. Sun said the company will use its experience in managing a fast-growing network in the Philippines. 'We could sharply increase the reliability of their network and reduce blackouts. We've developed a lot of our own technology. It's already mature and proven,' he said.
State Grid has long been a target of speculation that it may be listed, in what would be one of China's biggest public offerings.
'There are a lot of rumors,' Mr. Sun said. 'It's a complicated question, and not only for us to decide.'

中国国家电网是世界最大的公用事业公司，2006年总收入为人民币8,529亿元(合1,156亿美元)，利润为269亿元。其资产总额1.2万亿，是中国规模最大的公司之一。

国家电网的孙金平说，公司将在菲律宾发挥其在迅速扩张的网络方面具备的经验。他说：我们能极大地提高他们的电网的稳定性，减少停电事故。我们已经自主开发了很多经过检验的成熟技术。
一直有传言称，国家电网可能会挂牌上市，其公开发行的规模将会创下中国之最。
孙金平说：传言很多，但这是个复杂的问题，不是我们自己就能决定的。 |
