Through the President's Emergency Plan for AIDS Relief direct assistance continues to be provided to more than a dozen countries to advance development of their national blood systems. Additionally, the United States Food and Drug Administration supports the work of the World Health Organization in developing guidelines that are used to help countries establish adequate and sustainable blood systems.
Through its annual honoring of blood donors, the World Health Organization highlights those who make a tangible personal commitment to helping another person in need.  As the Roman poet Virgil wrote, "The greatest wealth is health" and through their donations blood donors everywhere contribute in a personal and meaningful way to the creation of sustainable, safe, healthy blood supplies that save lives.美国政府支持世界卫生组织提高全球安全用血的措施。通过总统防治艾滋紧急救助计划，源源不断地援助了超过十二个国家，让这些国家的血液供给系统得以改善。另外，美国食品及药物管理局支持世界卫生组织制定发展纲领，帮助国家建立有效持续的血液供给系统。
