These people have become dissatisfied with the traditional life of farming, and have come to the towns, pursuing better work and pay.   
One possible solution to the problem would be imposing registration on town residents. Only officially registered residents could be allowed to live in the towns and the urban population would thus be limited. In practice, however, registration would be very difficult to enforce;it would cause a great deal of resentment, which would ultimately lead to violence.人们开始对传统的农耕生活不满，逐步迁往城镇，追求更好的工作和待遇。
解决问题的一个可行的办法便是强制当地居民。只有正式注册的居民可以居住在城镇，而迁入的权重则受到限制。然而，在实施该措施时，注册会很难执行，它会产生很多负面效应，甚至是暴力事件。
