That's in defiance of federal law, setting the stage for a possible showdown with the Obama administration. Well, it's reawakened the international debate about whether banned drugs should go on sale legally, which could potentially open up a huge commercial market. It's an extremely controversial issue. And even in the Netherlands, which led the way with its cannabis cafes, the policy now seems to be wavering. Earlier this year, a judge there upheld a new law to ban foreign tourists from entering cannabis cafes. Cannabis is technically illegal in Holland, but it can be sold in small quantities in licenced coffee shops. So new rules were brought in in the south of the country which allow only Dutch residents to buy cannabis in coffee shops. Foreigners are barred. It's a pilot scheme which the authorities want to roll out elsewhere including Amsterdam - a city famous or infamous as a destination for cannabis tourism. Just a few days ago, the mayor of Amsterdam said he will not ban foreign tourists after all.
