口语节目地址:http://bulo.hujiang.com/menu/2120/item/657702/Cars, car parts, kitchen appliances and paper, these are the things that make for a scuffle over trade between China and the United States. First the Obama administration announced it would launch a case at the World Trade Organization in which it accused China of illegally subsidising exports of cars and car parts. Then China retaliated by filing its own WTO case in which it challenged the duties America imposes on some Chinese imports. Of course all these filings come ahead of President Obama's re-election bid in November. So I asked Tom Wales of the research group Oxford Analytica whether he was surprised by today's action.
"Absolutely not, because in every US presidential election the incumbent candidate faces accusations that they're soft on China. That is in every election since 92. The incumbents had to defend themselves against accusations that they're insufficiently tough with China on trade and the currency issue. That is the evaluation of the renminbi versus the dollar. Mr Obama's no different. He's faced accusations that he's failed to pull the trigger on labelling China a currency manipulator from his Republican challenger Mitt Romney. And this is his way of kind of putting down a political marker on that issue. That's sad. What's going on here is actually the product of a much longer trade dispute that has absolutely nothing to do with the election. It's been sort of tit for tat ever since the end of the recession in 2009, first involving China rolled steel, then involving a Chinese retaliation against US-made cars. And now we have the US response and then a Chinese response to the US response."
