Ships from China and the Philippines have been locked in a tense standoff for more than a month of the reef which is about 200 kilometres off the main Philippine island. It began as a dispute over fishing rights, but quickly escalated into a major confrontation over sovereignty with vessels from a number of China's enforcement agencies arriving to back up its claims. China's state media has kept up a steady drumbeat of threats, warning the Philippines repeatedly to withdraw its coastguard from the area. Fears of an armed clash escalated and the Chinese army's own newspaper warned that the military should not be treated as a paper tiger, and led to excited rumours on Chinese Internet sites that the navy was preparing for action and that the Guangzhou Military Command in the south of the country was already on a war footing.
The Defence Ministry has officially denied those reports, but hardline elements in the leadership appeared to be losing patience with the defiant approach of a much smaller neighbour. Analysts say the central government in Beijing may see an opportunity to deflect attention from its internal problems, but its intentions are far from clear.
