Benghazi is Libya's second largest city. It was there that the uprising against the deposed leader, Colonel Moammar Gadhafi, began. The leaders said eastern Libya, known as Cyrenaica, had been neglected for decades and would now be a state in a federal country. The National Transitional Council, which coordinated the uprising against Colonel Gadhafi from Benghazi, has distanced itself from suggestions of greater autonomy. Claire Bolderson spoke to our Libya correspondent Gabriel Gatehouse, who's at the Congress.
I'm standing outside a vast hangar on the outskirts of Benghazi. Politics here is still a very chaotic business. Inside, people have been dancing, clapping, making speeches, jumping off the podium in one case; all of them advocating some sort of federalism here. Now, it's not quite clear what kind of autonomy they're asking for. They say they want to remain part of Libya, but with a large degree of autonomy. And I've been speaking to Their Elheiri. He calls himself the spokesman for the Congress of the People of Cyrenaica, and I asked him what kind of state is this that they've now just declared.
"We have the army. Yeah, we have the army. They are with us and they've made their declarations that they're a part of Cyrenaica.
