　　近十年来,中国经济突飞猛进，成为世界第二大经济体。中国为促进世界多极化(multi-polarization)发展做出了巨大贡献。同时中国也为经济的高速增长付出了巨大代价，能源大量消粍、环境污染和生态恶化(ecological deterioration)问题日益突出。汽车是空气污染、能源消耗(energyconsumption)和碳排放(carbon emission)的要来源之一。政府已经在部分城市出台了一些应对措施，以求改善城市私家车膨胀过快、交通拥堵和空气质量恶化的规状。
