　　基本医疗卫生服务 basic medical care and health
        　　卫生部副部长高强昨天表示，经过一年多的工作，医药卫生体制改革协调小组已经取得很大成效，现已制定出医药卫生体制改革的基本思路和总体框架。最近要广泛征求社会各方面的意见，使方案更加完善，更加适应人民群众的需求。

        　　"All people in urban and rural areas will enjoy basic medical care and
health services by 2020," Vice-Minister of Health Gao Qiang said.
        　　"While increasing government responsibility and spending, we will also
encourage greater participation of private capital from both home and abroad in
the sector," he said.
        　　The reform covers a wide range of subjects including insurance, drug
manufacturing, distribution and supervision, and legislation of medical
management.
        　　高强说，到2020年要建立一个人人享有基本医疗卫生服务的制度。充分发挥政府在规划、投入、建设和监管方面的作用;同时也鼓励和欢迎国内外的社会资金进入医疗卫生领域，发展和繁荣中国的医疗卫生事业。坚持统筹兼顾，做到医疗卫生服务体系、医疗保险体系和药品供应保障体系同步发展、同步改革。
