        　　一位空域管制专家表示，作为全国飞行管制的统一组织实施者，空军将出台多种措施，缓解民航航班延误。
        　　文中的flight delays of civil planes就是指“航班延误”，也可以简称为civil flight delays。导致航班延误的因素有：carrier operation and management(航空公司运行管理)，air traffic control(流量控制)，bad weather(恶劣天气影响)，military activities(军事活动影响)，以及airdrome aid(机场保障)等。
        　　Civil flight指的是“民航”，比如civil flight airport(民航机场)，与之相对的则是military aviation(军用航空)。随着航空事业的发展，flight attendant(空乘人员)也成为热门职业，charter flight(包机)相关业务量也有所增长。
