实用英语表达：“审议”

　　两会期间，哪个词最为热门?当然是“审议”了。“审议”如何用英文来表达，看下面一段相关新闻报导：
        　　China's top legislature, the National People's Congress (NPC), on Thursday
started examining two draft laws aimed to grant equal protection to state and
private properties and introduce a unified income tax for domestic and
foreign-funded enterprises.
        　　The draft property law and the draft enterprise income tax law were
submitted for deliberation to the ongoing annual full session of the Tenth
NPC.
        　　报道说，《物权法》草案和《企业所得税法》草案上周四正式提请中国最高立法机关全国人大审议。《物权法》力在对国家财产和私有财产予以平等保护，《企业所得税》将统一内外资企业所得税。
        　　由报道可知，“examination”和“deliberation”及其相应的动词形式“examine”和“deliberate”，均可表示汉语中的“审议”。相比较而言，“deliberate/deliberation”更常用，侧重指“慎重考虑”。
        　　动词“deliberate”(审议)常和介词“on”搭配，如该文的标题就可设为“Lawmakers deliberate (on) bills on
property, corporate tax”。
        　　此外，外电报道也常用“on the table(adv.)/table(v. )”表示“审议”，如：A draft on property law
