the one hand, the government will shoulder great responsibilities in its
macro-management; and on the other hand, social groups and non-governmental
organizations will need to involve themselves more in community service.//
Consequently, there has emerged an issue which concerns the way of a close
collaboration and the division of responsibilities between the government and
social groups, in order to further the development of community service.
