英语新词：北京“清洁空气行动计划”
按照“清洁空气行动计划”要求，明年北京市将进一步严格小客车指标配置数量，单月购车指标将减少，具体实施方案将在今年11月底公布。请看相关报道：
According to a five-year clean air action plan released Monday, the total number of vehicles in the city will be restricted to around 6 million by the end of 2017.
根据周一发布的清洁空气行动五年计划，到2017年底，北京市的机动车保有量应控制在600万辆以内。
Clean air action plan就是北京市最新发布的“清洁空气行动计划”，除减少单月购车指标(monthly limit on car registrations)以外，该计划还要求政府制定一些增加车辆使用成本的市场政策(market policies to increase the cost of car use)，如：征收拥堵费(congestion fee)、设立低排放区(low emission zone)等。同时，还要大力发展公共交通(public transportation)，并推进公车改革(reform of government cars)。
北京市从2011年起施行购车摇号政策(license plate lottery)，将每年的新车增加量控制在24万辆。机动车尾气(vehicle exhaust fumes)是北京市空气污染的主要来源之一，其带来的PM2.5排放量甚至高于工业排放物(industrial emissions)。
