Dubai World To Sell Assets But Not State

Dubai World may raise some of the money needed to pay down its debt by selling assets in the United Arab Emirates and overseas, a top government official said Monday.

But the emirate's government itself won't sell any assets to meet the company's obligations, Abdulrahman al Saleh, director general of Dubai's Department of Finance, said in an interview with Al Jazeera, posted on the Arabic news network's Web site.

Last week, Dubai officials detailed a proposed debt-restructuring plan affecting $26 billion in debt owed by Dubai World and some of its subsidiaries, including property developer Nakheel. At the time, it said asset sales were a possibility for lowering debt.

In its statement last week, it also made clear that subsidiaries with some of Dubai World's choicest assets, including ports-operator DP World and private-equity shop Istithmar World, weren't affected by the restructuring process and were 'on a stable financial footing.'

While Mr. Saleh appeared to suggest a broader asset sale than Dubai World has so far outlined, he also underscored Dubai's insistence that Dubai World sort out its financial trouble without government assistance for now.

'There is confusion in the media that the government plans to sell assets. The company has foreign investments and real-estate investments abroad. There is nothing to prevent selling these assets,' Mr. Saleh said.

Dubai World representatives were scheduled to meet with creditors Monday following last week's debt-restructuring statement, according to people familiar with the situation. Of immediate concern for creditors is a $3.52 billion sukuk, or Islamic bond, issued by Dubai World real-estate unit Nakheel. The debt matures Dec. 14. Unless an agreement can be reached with creditors to pay or delay that debt, the company could default.

Dubai World asked holders of its sukuk to appoint representatives to discuss restructuring. The company has also said it started initial discussions with its banks about its debt and that those talks were 'proceeding on a constructive basis.'

A Dubai World representative declined to comment Monday.
