登记失业率
众望所归，“保就业”成为2009年“两会”全国政协一号提案。“保就业”直接关系到“保消费”和“保增长”的成败，因此成为“两会”最核心的问题。Other key economic and social targets included creating more than 9 million jobs in cities, controlling urban registered unemployment rate under 4.6 percent and keeping the rise of Consumer Price Index at about 4 percent.
其它关键的经济和社会目标包括：在城市创造900多万个就业岗位，将城镇登记失业率控制在4.6%以内，并将消费价格指数的增长率保持在约4%。
