　　China aims to build a world-class utility tunnel network by 2020to improve
urban planning and achieve quality growth,according to the State Council,
China's cabinet. The tunnels willhelp solve the problems of "road zippers" and
"overhead spiderwebs", according to a guideline issued by the State Council.
        　　国务院指出，到2020年，中国计划建成一批具有国际先进水平的综合管廊，改善城市规划并实现高质量增长。国务院的指导意见同时指出，地下管廊将有助于改善“马路拉链”和“蜘蛛网式架空线”问题。
        　　“马路拉链”可以用英文road zippers表示，是指道路挖了填、填了挖，不断被开肠破肚。Zipper是拉链，人们也经常用“拉链工程”(zipper
project)来表示经常对马路开槽的一种形象性的讽刺。“蜘蛛网式架空线”(overhead spider
webs)也是一种形象的比喻，主要是形容难看的电线和通信电缆(unsightly power lines and telecommunications
cables)。
        　　国务院发布的指导意见提出，要推进地下基础设施(underground infrastructure)建设，未来，排水管道(sewerage
pipes)、通讯及电视电缆(telecommunications and
televisioncables)、供水管、燃气管等都将建在地下，到2020年建成具有先进水平的综合管廊(utilitytunnel)。
        　　指导意见鼓励由企业投资建设和运营管理地下综合管廊。创新投融资(investment
andfinancing)模式，推广运用政府和社会资本合作(Public-Private-Partnership)模式，鼓励社会资本参与城市地下综合管廊建设和运营管理，优化合同管理。
