　　The US trade deficit with China is much smaller than official datasuggest, according to a year-long study that transforms theglobal picture of trade imbalances between countries.

        　　In a joint study, the Organization for Economic Co-operationand Development and the World Trade Organization have for the first time highlighted the flaws inlabels such as “made in China” and “made in Germany” by tracking the origin of components andservices rather than final products.

        　　The OECD and WTO said their investigation into how goods and services are actually producedhighlighted the folly of trade barriers. Angel Gurría, head of the OECD, said: “We have to thinkabout goods and services as ‘made in the world’, forcing a radical change in how we need to lookat trade flows.”

        　　While traditional trade figures classify the sale of a Munich-assembled BMW to the US as an entirely “German” export, many of the components will have been sourced outside Germany. Accordingto the joint study, the US trade deficit with China in 2009 was not $176bn but $131bn – or 25 percent lower – because much of the value of “Chinese” electronic exports include parts sourced fromother countries.

        　　The joint study will undermine calls in the US to label China a currency manipulator. Speaking at thelaunch of the study, Mr Gurría indicated that the renminbi’s alleged undervaluation was now “lessimportant and less relevant”, adding that it was “senseless” to focus policy on bilateral tradeissues.

        　　The figures also show that a third of the value of a “German-manufactured” car can be traced toother countries. The study says Germany, in fact, earns more from exporting services than it doesfrom exporting manufactured goods.
