Panetta warns US of ‘cyber Pearl Harbor’
US defence secretary Leon Panetta warned on Thursday the US could face a “cyber Pearl Harbor” and that foreign hackers could take down the country’s power grid, financial networks and transportation system

In a stark assessment of the mounting risks facing the US, Mr Panetta said that a cyber attack had the potential to “paralyse and shock the nation and create a profound new sense of vulnerability”

Speaking to a business audience in New York, Mr Panetta said that China and Russia had advanced cyber capabilities, while Iran was also making progress.

Pentagon officials insisted that the sometimes blunt language of the speech was not an attempt to hype the issue, but a reflection of the new threat that the country was facing. However, Mr Panetta also called on Congress to approve cyber security legislation which would place new requirements on companies but which has stalled after facing heavy opposition from business groups.

Foreign “cyber-actors” were already probing the country’s critical infrastructure and there had been cases when intruders gained access to the control systems for chemical, electricity and water plants.

“They could derail passenger trains loaded with lethal chemicals. They could contaminate the water supply in major cities, or shut down the power grid across large parts of the country,” he said. In an extreme case, an attacker could damage critical military and communications networks.

However, later in his speech he said that the US needed to have much better communication and transparency with China about its cyber activities in order to prevent “misunderstanding and miscalculation”.

As an example of the escalating threat, he said that the Saudi Arabian oil company Aramco had seen its computers infected with a virus that replaced critical systems files with a burning US flag. Ras Gas of Qatar suffered a similar attack.
