Some people think that companies and individuals, rather than governments,
should pay to clean up pollution that they have caused. To what extent do you
agree or disagree with this statement?
有些人认为政府应该解决污染问题，有些人认为制造环境污染物的个人和公司有承担起清理的责任。你的看法是什么?
Pollution, ranging from black smokes in major cities to Ozone layer in
Antarctic ocean, has been presented to us. Its prevalence has also generated a
controversial issue about who should pay for the debt as a result of it. It is
argued by some that business and the general public should take responsibility
instead of government. I personally agree with this statement for two reasons.
开篇亮出自己的观点，认为导致环境污染的个人和组织有责任清理污染物，解决环境污染问题。
The cleaning up campaign will be more thorough if individuals and
businesses pay those pollution bills. As research have indicated, the majority
of pollutions in the world are produced by those profit-maximizing business and
individual industrial liquid public. Therefore, it would be a sound lesson for
them to memorize if they were asked to pay for the cleaning fees. More
importantly, the underlying left over in the future.
(正面说理)事实证明，如果制造出污染的个人和组织能够负责解决污染的话，会让污染得到全面而深入的解决。
Moreover, direct debit out of those enterprises and citizens' pocket would
be more efficient in controlling their anti-environmental behaviour from
economic viewpoint. As commonly recognized, the majority of government revenue
is from the taxpayers including businesses and individual taxpayers, therefore
the money paid to clean up pollution bills will be, in some senses, from those
people. Nevertheless, government tax revenue can not be used only on this field,
it is very likely that the amount of money being used on pollution control is
well planned in the beginning stage of government budget planning, which may be
fairly small. In comparison with direct payment from those business and
individual stakeholders involved, the payment approach through government
suffers from the downside which is promarily concerned about inadequate amount
of money available to environmental control.
(从反面论证)从经济的角度看了，尽管个人和组织都纳税给政府，一定程度上说，政府有责任出面解决污染问题，但是个人和组织上缴给政府的税收还有很多更需要的地方，用于解决环境污染问题的资金只是政府预算的很小一部分。政府用于解决清理污染物是有限的。
To sum up, in terms of above-mentioned causes, I strongly believe that more
through and effective outcome will occur if individual businesses and citizens
shoulder the responsiblity.
总结，如果个人和组织能够付起由自身导致的环境污染问题，那么环境污染物的清理和环境污染的解决会更有效和全面。 |
