抢险抗灾 Disaster Relief

　　1月中旬以来，我国大部分地区出现了罕见的低温雨雪冰冻极端天气，持续时间长、影响范围大，给受灾地区生产生活，特别是交通运输、能源供应等带来了严重影响。国务院成立了煤电油运和抢险抗灾应急指挥中心，负责及时掌握有关方面的综合情况，统筹协调煤电油运和抢险抗灾中跨部门、跨行业、跨地区的工作。那么“抢险抗灾”应该怎么表达呢?
　　The Disaster Relief and Emergency Command Center under the State Council, China's Cabinet, ordered related local governments on Monday to do a good job in land management for reconstruction and in geological services for areas affected by the recent extreme winter weather.
　　国务院下属的抢险抗灾应急指挥中心周一责令相关地方政府在今冬受灾害天气影响的地区做好土地管理及地质服务重建工作。
　　这里“抢险抗灾”就是 “emergency and disaster relief”。
　　Emergency 指紧急情况;危险情况，常见的搭配例如：emergency rescue 抢险救援，emergency flood fighting 防汛抢险，急救措施 emergency measures等
　　Relief在这里用作名词，表示减轻、解除、救济，在新闻报道中也很常见，除了disaster relief 救灾，还有poverty relief 扶贫，drought relief 抗旱等搭配。
　　再看几个relief作为名词的例句：
　　It was a great relief to find that my family was all safe. 看到我的家人安然无恙，我感到极大的欣慰。
　　Relief was quickly sent to the sufferers from the great fire. 救济品很快被送到遭受火灾的灾民手中。
