        　　The Indian government plans to spend heavily through the next fiscal year to stimulate growth in a decelerating economy even at the cost of a widening fiscal deficit, Prime Minister Manmohan Singh said Saturday.
       
        　　'The difficult period will continue into 2009-2010. The government will plan on continuing its efforts for a supporting environment next year also,' Mr. Singh said at a business awards ceremony. India's fiscal year runs from April to March.
       
        　　The government has offered to spend 200 billion rupees more than budgeted in the current fiscal year and cut some taxes to boost consumption.
       
        　　The Reserve Bank of India has cut its key lending rate, the repurchase rate, by 3.50 percentage points since October and the cash reserve ratio, the proportion of deposits banks must set aside with it as cash, by 4.0 percentage points. The reverse repurchase rate has been lowered by 2.0 percentage points over the same period.
       
        　　However, Mr. Singh said aggressive monetary easing and large dollops of fiscal incentives won't be enough to arrest deceleration of the economy and at best can only minimize the impact of the global downturn.
       
        　　'This is because domestic policy action cannot completely negate the effect of a global downturn as severe as the one we face today,' he said.
       
        　　India's economy expanded 7.7% from a year earlier in the first half of the current fiscal year, slowing sharply form an average 8.8% growth in past four years.
       
        　　'It will be much lower in the second half of the year,' Mr. Singh said.
       
        　　Moreover, Mr. Singh admitted that the government will miss its budgeted fiscal deficit target of 2.5% in the current fiscal year.
       
        　　'We will have to tolerate a high fiscal deficit for the next year to accommodate expenditure needed to stimulate the economy,' he said.
       
        　　The government plans to spend heavily to mend its creaking infrastructure through next fiscal year to help spur growth across industrial and social sectors, he said.

        　　印度总理辛格上周六说，面对经济减速的局面，印度政府计划下财年加大支出以刺激增长，即便财政赤字扩大也在所不惜。
       
        　　辛格在一个企业颁奖典礼上说，困难时期将会延续到2009-2010年。政府计划明年还将继续努力创造良好的环境。印度的财政年度从4月份至来年的3月份结束。
       
        　　政府已提出较当前财年新增2,000亿卢比（约合40.9亿美元）的财政预算，并下调一些税种以提振消费。
       
        　　印度央行自去年10月份以来已经将其主导的贷款利率下调了3.50个百分点，将银行现金准备金率下调了4.0个百分点。同期的逆回购利率下调了2.0个百分点。
       
        　　不过，辛格说积极的货币宽松措施和大量的财政刺激措施还不足以遏制经济的减速，最多只能将全球经济减速的影响降至最低。
       
        　　他说，这是因为，面对如此严重的全球经济减速，国内政策措施并不能完全化解它所带来的影响。
       
        　　本财年上半年，印度经济较上年同期增长7.7%，大大低于过去4年里8.8%的平均增速。
       
        　　辛格说，下半财年的增长速度还会更低。
       
        　　辛格还承认，政府本财年将无法实现将预算赤字控制在国内生产总值2.5%以内的目标。
       
        　　他说，我们需要容忍明年财政赤字的增加，承担刺激经济所需的支出。
       
        　　他说，政府计划在下一财年大力支出，改善落后的基础设施，刺激工业和社会各领域的增长。
