为加强能源战略决策和统筹协调，国家能源委近日正式成立，温家宝总理亲任主任。目前这也是我国最高规格的能源机构。专家表示，此举意味着我国能源安全战略被提上了新的高度。
         
        　　The commission will be responsible for drafting national energy development plans, reviewing energy security and coordinating international cooperation, it said yesterday.
         
        　　国务院昨天表示，国家能源委将负责拟订国家能源发展战略，审议能源安全，协调能源领域国际合作。
         
        　　文中的energy security就是指“能源安全”，主要是指一国的能源储量、能源生产和能源供应安全。Industry insiders（业内人士）指出，目前我国是世界上第二大energy consumer（能源消费国），National Energy Commission（国家能源委员会）的成立，将有助于确保我国的energy security，缓解energy shortages（能源短缺），实现energy sector（能源部门）的sustainable development（可持续发展）。
         
        　　为确保energy security，我国已采取了诸多措施。以石油为例，我国正加快建立strategic oil reserve（战略石油储备），缓解oil dependency（原油对外依存度），并进行了fuel-pricing mechanism（成品油定价机制）的改革。
         
        　　此外，为了达到carbon emission reduction（碳减排）的目标，我国还加快了开发flammable ice（可燃冰）等new energy（新能源）和clean energy（清洁能源）的开发。
