背景：
“聘任制公务员”现已成为了网络上的热词。一直以来被称为“铁饭碗”的公务员职业也会提供“瓷饭碗”，吸引了众多民众的眼球。这乍看之下并不甚好的“瓷饭碗”似乎毫不逊色于“铁饭碗。
最近，两条关于公务员聘任制的新闻吸引眼球——在深圳4万多名公务员中，聘任制公务员占比近10%。然而在首聘3年期满后，竟无一人解聘；浙江首批5名聘任制公务员即将上岗，除了他们耀眼的学历和专业背景，30万元到60万元的年薪也惹起了不少人的羡慕嫉妒恨。伴随而来的还有一系列质疑。聘任制是否是换汤不换药呢？而高薪聘用真的确有所值吗？为什么在深圳聘任制公务员的3年聘期满后，无一人遭解聘？针对“聘任制公务员只进不出”的怪相，一些人担心，聘任制改革是否是换了外套的“铁饭碗”。

It seems to be unimaginable for me to compete with thousands of curve wreckers for just one job opportunity in government organizations, but one of my classmates has participated in the local/national civil service exams for more than three times. I admire her spirit of perseverance and determination very much. Maybe for many people, being a civil servant will bring him/her both the steady job and the superior social status. Also there're still many people who have great ambition in this society, in their eyes, being a civil servant is just the preliminary step to realize their political ideals. Instead of pursuing wealth and power greedily, they're more willing to devote themselves to serving the nation and its people. Personally, I have no interest in working as a civil servant. It's not because I have no ability to pass the written exams, what really disappoints and discourages me is the undercover money transactions in the interview. Even under the system of employment under contract, this kind of interest relationship definitely exists in the circle of civil service. Since I cannot change such a disgusting deal, why can't I turn to another way to achieve my own value? All roads lead to Roma, and we should choose the job which would bring enthusiasm and passion to us.

It is not unusual the first patch of civil servants under contract all keep their jobs. Every bureaucracy has the inclination to protect itself, especially in China where the so-called supervision of people is only in theory. Sheltering your own people is always the unwritten law among the officials. Only if the official is involved in some sort of scandal which is too explosive to cover up, then the official will be removed from his position. And after a while when the dust churned up by the scandal rests and the passion of public wanes, the unlucky one will be reinstated or even promoted. This is the hard truth in China,a promising land which evades the democracy, thus turn into the den of bureaucrats.
