国家邮政局昨天发出通知，针对山东发生的快递化学品泄漏致人员伤亡事件，决定自即日起，在全国范围内开展一次落实收寄验视制度专项整治活动。

　　在国家邮政局网站上发布的公告中，重申了所有邮政和快递公司必须实行收寄检视制度。
　　收寄检视就是在收取寄件方的物品时，要当面检视，英文表达是have couriers inspect parcels in front of the senders。山东发生的这起“killer parcels”（“夺命快递案”）暴露了express industry（快递业）存在的poor service（服务差）和lax supervision（监管不力）等问题。
　　不执行收寄检视制度的快递公司将收到严厉处罚，包括suspending business operations（停业整顿）和revoking business licenses（吊销营业执照）。
