【析句】复合句。主句位于句末，countries should set up central authorities to coordinate water policy, 简单句。rather than是并列连词，可以连接两个动词短语，此处是set up...rather than...，而national agencies后有that引导的定语从句修饰。
2. When the auto enters the highway system, a retractable arm will drop from the auto and make contact with a rail, which is similar to those powering subway trains electrically. (2002. 阅读. Text 1)
【译文】当汽车进入自动公路系统，一支伸缩臂会从汽车上伸出，把汽车连接到轨道上，就像电力驱动的地下铁一样。
【析句】复合句。由主句和两个从句构成。主句arm will drop...and make contact with..., 前面是when引导的时间状语从句，后面是which is similar to those...作主句的非限制性定语从句。
3. It is estimated that an automated highway will be able to handle 10,000 vehicles per hour, compared with the 1,500 to 2,000 vehicles that can be carried by a present day highway. (2002. 阅读. Text 1)
【译文】据估计，这种自动公路每小时能够允许一万辆汽车通行，而现在的公路每天只能通行1500到2000辆汽车。
【析句】复合句。主干为It is estimated that从句。it作形式主语，真正的主语是that引导的主语从句。主语从句中，主句an automated highway will be able to handle...，注意短语compared with与主语是被动关系所以用过去分词，最后that can be carried by...作vehicles的定语从句。
