这两天，有关“二孩”政策的消息铺天盖地，小伙伴们一时有些摸不着头脑。“二孩”意味着“计划生育”政策的终结吗?这到底是怎么回事呢?
10月29日，中共中央委员会正式发布了有关“全面二孩”政策的公告，将进一步放松已经施行了30多年的计划生育政策(family planning
policy)。
报告指出，“全面二孩政策(universal two-child policy)”将有效解决中国人口老龄化的趋势。
2013年，十八届三中全会决定施行“单独二孩”政策，但是效果并不尽如人意。“全面二孩政策”的调整，希望解决未来有可能出现的劳动力短缺等问题。
据中国日报报道，我国老龄化程度不断加深，人口红利逐渐消失。所以，全面实施二孩政策，是国家积极开展应对人口老龄化行动，促进人口均衡发展的一项举措。
China further relaxed its more than three-decade-old family planning
policy, according to astatement issued on Thursday (Oct 29) by the Communist
Party of China Central Committee.
Roughly 90 million Chinese couples will become eligible to have a second
child.
It's the latest move by the authorities to finetune the family planning
policy, amid the nation'schanging demographics, which could lead to potential
labor shortages in the future if notaddressed.
The statement said the country's aging trend would be actively addressed by
the universal two-child policy, and that China would continue to stick to the
family planning policy as a basic Stateinterest.
In late 2013, the central government relaxed the family planning policy,
allowing couples to havea second child in situations where one spouse was an
only child. As of June, only 1.5 million of the11 million eligible couples had
applied to have a second child.
【Key Points】
“二孩”并不等于“二胎”。如果第一胎生的是双胞胎(twins)、三胞胎
(triplets)、四胞胎(quadruplets)、五胞胎(quintuplets)或龙凤胎(pigeon pair)，就不符合“二孩”政策的要求。
