实用口语：“克扣工资”怎么说

        　　Local human resources and social security departments were asked to provide
a complaints procedure for workers to report if their wages have been delayed or
unreasonable deductions have been taken from their paychecks。
        　　(尹蔚民)要求各地人力资源和社会保障部门为工资被拖欠或克扣的工人提供举报投诉渠道。
        　　在上面的报道中，unreasonable deductions from
paychecks就是“克扣工资”，“拖欠工资”则可以用withholding wages或者delaying wages来表示，complaints
procedure to report就是农民工在拿不到full
wages(全额工资)的时候可以寻求帮助的“举报投诉渠道”。Report在这里指“举报”，"举报者"则是whistleblower。部分雇主delay
paying wages(拖欠工资)是因为害怕农民工过了春节就不再回来工作，这和近两年的labor shortage(用工荒)有很大关系。
        　　为保障劳动者权益，国家有关部门还制定了negotiation system on wages(工资协商制度)和equal pay for equal
work(同工同酬)条例，为企业设立minimum wage standard(最低工资标准)。
