UN Security Council slams rebels' seizure of power in Central African RepublicThe UN Security Council on Monday condemned the "seizure of power by force" by rebels in the Central African Republic and urged all parties to refrain from any acts of violence against civilians.
"The members of the Security Council strongly condemned the recent attacks and the seizure of power by force in the Central African Republic on 24 March 2013 by the Seleka coalition, as well as the ensuing violence and looting," the council said in a statement.
The council also condemned the use of force against soldiers from a South Africa training contingent deployed in the Central African Republic at the request of the government.
The statement after an emergency meeting Monday afternoon came at the request of France, a permanent council member.
Taye-Brook Zerihoun, the UN assistant secretary-general for political affairs, briefed the council on the current situation in the Central African Republic.
UN Secretary-General Ban Ki-moon late Sunday condemned the rebels' "unconstitutional seizure of power" and called for "the swift restoration of constitutional order."
Rebels seized control of Central Africa Republic's capital Bangui after President Francois Bozize fled, reports said on Sunday.
The seizure of Bangui was the most significant step yet for the rebellion by guerrillas who call themselves Seleka.
Fighting broke out last Friday as rebels advanced towards the capital. According to media reports, at least nine South African soldiers were killed Sunday trying to prevent the rebels from taking the capital city.
There were also reports of heavy looting in the city, including several UN offices that had equipment damaged and relief supplies stolen.
There currently are 1.5 million people in the country who need assistance, and the latest fighting will likely increase that number unless the situation improves and aid workers are allowed to help.
All non-essential UN staff have already been evacuated and will be temporarily housed in Yaounde, Cameroon, UN officials said, adding that if the situation worsens, humanitarian workers will not be able to continue operations.
Fighting first flared up in the CAR in December 2012 when the Seleka rebel coalition launched a series of attacks and took control of major towns. The rebels were advancing on Bangui before they agreed to start peace talks under the auspices of the regional group known as the Economic Community of Central African States (ECCAS).
A peace agreement was reached on Jan. 11 in Libreville, Gabon, that resulted in a ceasefire and created a government of national unity in which opposition figures were given key posts.
The rebels later claimed, however, that the government was failing to live up to its commitments.
The Security Council noted Monday's decision by the African Union's Peace and Security Council to suspend the participation of the Central African Republic in all activities of the African Union.
"The members of the Security Council called on all parties to refrain from any acts of violence against civilians, including foreign communities, to allow safe and unhindered humanitarian access consistent with international law, and to fully respect international human rights law and international humanitarian law," the council statement said.
The council members noted, too, that according to the political agreement signed in Libreville, the government of national unity is in charge of holding legislative elections.
"They reaffirmed the important role of the Economic Community of the Central African States in facilitating the implementation of the Libreville agreements with the support of the African Union," the statement said.
