But first the US Defence Secretary Ash Carter says a specialised American expeditionary force in Iraq will be positioned to carry out unilateral operations against the Islamic State Group in Syria. Mr Carter was speaking to a congressional committee.
"These special operators will over time be able to conduct raids, free hostages, gather intelligence and capture ISIL leaders. This force will also be in a position to conduct unilateral operations in Syria."
Mr Carter also said that he wanted the militants to wonder who might come in through the window at night. But there's been a hostile reaction from Iraqi Shia Muslim militia groups that are already confronting IS. They oppose the United States and one faction said it would fight any American force sent to Iraq. Meanwhile, Britain and Germany have both put forward plans to support the fight against IS in Syria, subject to parliamentary approval. Responding to a French request, Germany intends to deploy aircraft, a warship and up to 1,200 troops although not for active combat.
